I. Highlights of this issue(October December 2003)
A. Following the collapse of the Fifth WTO Ministerial Conference in Cancun (10-14 September 2003), the agendas of the WTO bodies, in particular the negotiating bodies, will be influenced by the instructions contained in the Draft Ministerial Statement [Note 1]. This text which embodies the final outcome of the Cancun Conference calls for more work to be done in some key areas to enable the conclusion of the negotiations in fulfilment of the commitments under the Doha Work Programme. To that effect, the General Council has been instructed to convene a meeting no later than 15 December 2003 to take necessary actions. The Trade Negotiating Council and its bodies will adjust their agendas accordingly to this setback and build their work upon the convergence reached at Cancun in some areas.
B. Difficult negotiations regarding Paragraph 6 of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) came to a conclusion following strained last-minute negotiations in Geneva just before the Cancun Ministerial. The Decision of 30 August 2003 (WT/L/540) provides developing countries without manufacturing domestic capacity to produce generic versions of patented medicines to import them from low-cost producers in third countries in the case of public health emergencies.
C. Special Session of the Committee on Agriculture: taking its place alongside the earlier modalities proposal by Chairman Stuart Harbinson (TN/AG/W/1/Rev.1) and the more recent one (prepared) submitted by the US and EU on the eve of the Cancun Ministerial, is the G-21 proposal (WT/MIN(03)/6) supported by a group of developing countries [Nota 2] including Brazil, China, Egypt and India. The outcome of the EC review of its Common Agricultural Policy (CAP) resulted in a decision to eventually de-link agricultural support from production within the EU. (Welcomed by many in the trade community a step forward in the run up to Cancun, the negotiating space thus provided to EU negotiators proved insufficient to improve the serious differences existing within the WTO membership on this important topic at Cancun. Trade negotiators will return to Geneva and resume talks on this issue on 6-9 October and again on 17-19 and 21 November with these three modalities proposals on the table.)
D. Council for Trade in Services (CTS): with the deadline for submitting initial offers under the services negotiations lapsing on 31 March 2003 and no progress in Cancun, negotiations will continue in Special Session. While significant progress was made with the adoption of the Modalities for Treatment of Autonomous Liberalisation (TN/S/6) on 6 March 2003, work is likely to continue on the revised draft Modalities for the Special Treatment for LDCs (TN/S/13) dated 5 September 2003 which outlines modalities for providing special priority to LDCs within the services negotiations. Meetings during this period are scheduled for 3 and 10 October as well as 5 and 12 December.
E.Negotiating Group on Market Access (NAMA): lack of progress at Cancun and the current impasse over agriculture could lead to a cooling off of consultations over the revised Chairmans draft text (Girard text, TN/MA/W/35/Rev.1), in particular to take into account the concern expressed by developing countries over the consequences of declines in government revenues that could result from the implementation of the Girard formula.
F.Negotiating Group on Rules: with the clarification and identification of issues relevant to these negotiations essentially complete, the work of negotiating improvements to disciplines governing anti-dumping; subsidies and countervailing measures, including fisheries subsidies; and regional trade agreements (RTAs) is underway. Progress across the subject areas has been uneven to date. Meetings during this period are scheduled for: 3, 7-8, 27-29 October; 3 and 27 November; and 11 December.

● regional trade agreements (dedicated session in December): a proposal by India (TN/RL/W/114) highlights issues of particular concern to developing countries under this topic.

● modalities on the reduction of non-tariff barriers (NTBs).

Launching of the AITIC Glossary

After AITIC launched the first English version of the AITIC Glossary of Commonly Used International Trade Terminology with Particular Reference to the WTO in Cancun, the French and Spanish versions of the Glossary, as well as a revised version of the English one, were launched at a reception on Friday 14 November 2003.
After making use of numerous electronic sources, AITIC has fulfilled a particular need of LACs: a multilingual dictionary of international trade that includes definitions of the terms repeatedly used by delegates in Geneva, and their equivalents in the three languages of the WTO.
To make the glossary more user-friendly it has been divided into three parts. Part I contains definitions of commonly used international trade and WTO-related terms. Part II is a compilation of international organisations, groups, associations, conferences and meetings of relevance to international trade and WTO issues. It provides a guide through the labyrinth of formal and informal organisations and groups that have a direct or an indirect link to international trade. Part III contains abbreviations and acronyms.
