I. Highlights of this Issue (January March 2003) A.The Trade Negotiations Committee (TNC) is to meet on 4 5 February and 3 4 March 2003. The Chairman is scheduled to present a report on outstanding implementation issues under paragraph 12(b) of the Doha Ministerial Declaration.
B. The Committee on Trade and Development in Special Session is due to deliver its report on special and differential treatment to the General Council at its February meeting. This deadline had been extended from July to December 2002, but the CTD missed both deadlines.
C. The Council for TRIPS should continue holding consultations with a view to presenting a solution to the questions identified in Paragraph 6 of the Doha Declaration on TRIPS and Public Health at the General Council meeting on 10-11 February 2003.
D. The Committee on Agriculture in Special Session is rapidly approaching its deadline of 31 March 2003, by which time modalities for further commitments, including special and differential treatment, are to be established.
E. Initial offers in respect of the services negotiations are due by 31 March 2003, with negotiations continuing in the Council for Trade in Services in Special Session. Two issues are of importance at this stage: the completion of the modalities for the treatment of autonomous liberalisation and the draft text that develops the modalities for special priority in favour of LDCs in the GATS negotiations.
F. The Negotiating Group on Market Access is continuing its discussions on modalities, aiming to develop guidelines by the end of March, so as to lay the groundwork for an agreement by May 2003.
